Project estimation is like the weather – everyone talks about it but no one does anything about it. Poor estimating practices can cost an IT organization millions of dollars every year in unplanned expense. In addition, cost overruns and late deliverables can damage the organizations credibility with end users and customers.
The commitment necessary to develop and sustain an effective estimating practice is both complex and costly. For government agencies and contractors cost estimating is often required. However, in the commercial sector estimating is neither required nor highly regarded as a necessary practice. Frequently you hear the argument that a project deadline has been dictated to the developer, so creating a realistic estimate becomes a mute point. Additionally, not every project is mission critical and therefore the need for a rigorously defined detailed estimating practice is not considered to be a good investment.
But what about those instances when you do have a mission critical project? Without the proper tools, techniques and experience the opportunity to produce a realistic and actionable estimate introduces a great deal of risk for the success of that project.
